Are you a small business or commercial property owner in the unincorporated areas of Clark County, NV Commission District A? This grant program offers up to $25,000 to help you improve your property and strengthen your business presence.

This program is funded by Clark County, Nevada, and administered by Grow America.

Grow America is a 501c3 non-profit organization founded in 1969. We have partnered with Clark County, Nevada’s Office of Community and Economic Development Department since 2020, most recently administering the Technical and Economic Assistance Program (TEAP), which deployed nearly $6.4 million dollars to small businesses and non-profits in unincorporated Clark County.

Amount

Up to $25,000

Funds may cover all or part of an eligible improvement project.

Eligible Improvements

  • Tenant improvements
  • Building façade renovations
  • Installation or renovation of on-premise signs
  • Beautification of shared commercial areas

Projects must benefit the local community by:

  • Supporting small business growth and economic stability
  • Revitalizing economically distressed areas
  • Encouraging consumer patronage of small businesses

Who can apply

You must be either a Qualified Small Business or a Qualified Property Owner.

Qualified Small Business Criteria

  • Owns a small business in unincorporated District A
  • U.S.-based and not government-controlled
  • Fewer than 20 full-time employees
  • Less than $2M in annual gross revenue
  • Valid Clark County business license
  • No bankruptcy in the past 5 years
  • No unpaid taxes or conflicts with Clark County
  • Not engaged in prohibited business activities – see FAQ for list

  • Owns commercial property in unincorporated District A
  • Less than $2M in annual lease revenue
  • No bankruptcy in the past 5 years
  • No unpaid taxes or conflicts with Clark County

Key details and how to apply

Application Requirements + Process

  • Fill out online application in Survey Apply. Provide detail on your business/property, the scope of your project and impact it will have on your business and the surrounding area.
  • Submit the following documents:
    • Project renderings/drawings
    • Three (3) bids for the work, or an explanation why fewer were provided
    • Lease (must be current, executed, and if you don’t own the property to be improved, you must have 36 months remaining)
    • Tax return (used to verify income eligibility)
    • IRS Form 941 (if you have W2 employees – used to verify number of employees)
    • Notarized authorization from owner (if you don’t own the property) – use this template. You may submit your application without notarized authorization, but you will be required to provide it if approved.

Project Requirements

  • Projects must be properly permitted. See FAQ for permitting resources.
  • Projects must be completed by a contractor licensed in the State of Nevada.
  • A Clark County employee will monitor project progress via on-site visits, emails, and phone call communication with grant recipient.

Timing of Improvements

  • Funds cannot be used to reimburse for expenses incurred or improvements completed prior to the date of award.
  • Eligible improvements must be constructed within six (6) months of approval. Exceptions for good cause may be requested to Grow America, the program administrator, but are not guaranteed.

Maintenance of Improvements

  • Grant recipients must diligently maintain the improvements for at least two (2) years, or they will be required to return the funds.

Disbursement

  • Grant recipients must submit funding requests to Grow America. Disbursement may be requested in two disbursements:

    1. Fifty percent (50%) of award upon receipt of permits and approval of construction budget by Grow America
    2. Fifty percent (50%) of award upon provision of receipts for eligible expenses and photo or video content showing completion of eligible work.

Frequently asked questions

How do I know if my business property is located in unincorporated Clark County in District A?

Go to https://maps.clarkcountynv.gov/openweb and type in your street address.

  • Check if you are in unincorporated Clark County. Under Jurisdiction, you should see the letters “CC”. If you see the name of a city, you are not eligible. See sample below:

  • Check if you are in District A. Click “Elected Officials”. Next to “Commissioner” you should see A – Michael Naft (D). See below:

What do I need to apply?

You’ll need to fill out an application that asks for information about your business/property, provides detail on your project and the impact it will have on your business/property and the district as a whole. You will also be required to submit the following documents:

  • Three (3) bids for the work, or an explanation why fewer were provided
  • Project renderings/drawings
  • Tax return (used to verify income eligibility)
  • IRS Form 941 (if you have W2 employees – used to verify number of employees)
  • Lease (must be current, executed, and if you don’t own the property to be improved, you must have 36 months remaining)
  • Authorization from owner (if you don’t own the property) – use this template. The authorization form must be notarized.
I’ve already started my project. Can this grant reimburse me?

No. Funds shall only be used for procurement of materials, site preparation, labor and other installation costs incurred after the grant is received. Funds also can’t be used to pay for improvements made before the date of the award of the grant.

Does my project have to be permitted?

Yes. All construction must be properly permitted. See bottom of page for permitting resources.

Are there any requirements for contractors?

Yes. All construction must be performed by a contractor licensed in the State of Nevada.

What are prohibited businesses that are ineligible?

“Prohibited Businesses” mean the operation of one or more of the following businesses, whether licensed or unlicensed:

  • A pyramid promotional scheme, as defined in NRS 598.100;
  • A gaming establishment, except any business holding a restricted gaming license issued by the Nevada Gaming Commission pursuant to NRS ch. 463;
  • A sexually-oriented business, including but not limited to a sexually-oriented commercial enterprise, escort service, an outcall or entertainment by referral service, an erotic dance establishment, an adult motion picture theater, an adult mini-motion picture theater, an adult entertainment cabaret, an adult picture arcade theaters, and an adult nightclub establishment, as those terms are defined in Title 6 and Title 7 of the Clark County Code;
  • A warehouse or mini-warehouse, as those terms are defined in Title 30 of the Clark County Code;
  • A pawnshop, as defined in Clark County Code § 6.24.020;
  • A liquor store, as defined in Clark County Code § 8.20.020.190;
  • An adult-use cannabis establishment, as defined in NRS 678A.035;
  • A business engaged in state or county lobbying activities, as that term is used in Clark County Code § 2.39.020(4) and NRS 218.H.080;
  • A business related to bail, including but not limited to a bail agent, bail enforcement agent, bail solicitor, and general agent, as those terms are defined in NRS ch. 697
