Chrysalis Center Inc., will be substantially renovating 4 buildings containing 32 units of LIHTC housing comprised of eight (8) efficiency, nineteen (19) one-bedroom, three (3) two-bedroom, and two (2) three-bedroom units of housing located on Asylum Avenue and Huntington Street in Hartford, CT. Clover Gardens is in the heart of Asylum Hill and the 4 clustered buildings are on the Historic Register and are prominent buildings for the neighborhood. The Project will be known as Clover Gardens Apartments and eight (8) of the units will be designated for permanent supportive housing for persons who are 18 years of age and older, who have a diagnosis of intellectual disability or autism spectrum disorder. All eight (8) supportive housing units will be affordable to households at or below thirty percent (30%) of Area Median Income (AMI). All other units will be at or below 60% and 80% of the median. Ten units will be available to families/individuals at 80% of the median, income averaging will be utilized at the project. The project is designated as historic and will be benefiting from Federal Historic Tax Credits as well as State of CT Historic Tax Credits. In addition to the Federal and State tax credits, the project is supported by low-cost construction bond financing from CHFA, long-term financing from the Connecticut Division of Housing (DOH), and City of Hartford HOME funds.  Construction will be completed in October 2021.
